經(jīng)國務(wù)院國防工業(yè)辦公室和國家計劃委員會的批準(zhǔn),重慶齒輪箱有限責(zé)任公司于1966年9月27日組建,廠名“國營永進機械廠”,代號即第二廠名 “國營第468廠”;1982年更名為“四川齒輪箱廠”;1997年10月8日改制組建為“重慶齒輪箱有限責(zé)任公司”。
重齒公司位于重慶江津區(qū)境內(nèi),距重慶主城區(qū)50公里,是三線軍工企業(yè),建廠時是我國當(dāng)時僅有的一家為國防艦船生產(chǎn)制造齒輪箱的配套企業(yè),當(dāng)時,企業(yè)主要靠科研試制費進行生產(chǎn)經(jīng)營科研活動。
20世紀(jì)80年代初期,國家的經(jīng)濟政策發(fā)生了較大變化,國防建設(shè)投資方向也發(fā)生了大的變化。軍品任務(wù)驟減,企業(yè)生存面臨嚴(yán)重危機。但是公司始終堅持技術(shù)進步,不斷開發(fā)新產(chǎn)品、不斷開拓新市場、深化企業(yè)改革、加強企業(yè)管理,終于使企業(yè)從艱難的困境中走了過來,企業(yè)步入良性發(fā)展的軌道,連續(xù)5年躋身重慶市工業(yè)企業(yè)五十強。
從2000年到2007年每年以超過35%的速度增長,產(chǎn)值從1億元增長到15億元,企業(yè)步入高速發(fā)展的快車道。2003年重齒公司被列為國家大型企業(yè),是重慶船舶工業(yè)公司唯一一家進入大型企業(yè)行列的企業(yè)。
二、企業(yè)的高新技術(shù)特征與優(yōu)勢
2.1高新技術(shù)企業(yè)的認定情況
80年代初,重齒公司引進國外先進的聯(lián)軸節(jié)、船用齒輪箱設(shè)計和制造技術(shù),在消化、吸收引進技術(shù)的基礎(chǔ)上,綜合自己的齒輪及傳動裝置研究技術(shù),運用現(xiàn)代設(shè)計分析技術(shù)不斷開發(fā)新技術(shù),形成自己獨特的設(shè)計制造技術(shù)。二次成功開發(fā)建材、冶金、風(fēng)電、航運、石化、鐵道等民品用齒輪箱。在高精度硬齒面齒輪設(shè)計制造技術(shù)、高低速重載齒輪傳動裝置設(shè)計制造技術(shù)等方面保持國內(nèi)領(lǐng)先,并達到與歐美發(fā)達國家同等水平,具備了參與國際競爭的能力。1996年,公司自主研發(fā)了三個系列產(chǎn)品“JS系列減速機”、“GW系列船用齒輪箱”、“柴油機用扭振減振器”,通過了重慶市科學(xué)技術(shù)委員會的評審,被評為重慶市“高新技術(shù)產(chǎn)品”,2001年公司被評為重慶市“高新技術(shù)企業(yè)”。
2001年公司技術(shù)中心被評為重慶市技術(shù)中心, 2006年公司一舉進入了“國家認定企業(yè)技術(shù)中心”行列。公司不斷進行新產(chǎn)品開發(fā),近幾年保持了每年研發(fā)新產(chǎn)品100余項的水平。公司多個產(chǎn)品列入國家火炬計劃、國家重點新產(chǎn)品計劃、重慶市重點新產(chǎn)品計劃,2004年被國家科技部授予“國家火炬計劃重點高新技術(shù)企業(yè)”稱號,目前公司已通過了國家科技部高科技產(chǎn)業(yè)開發(fā)中心的復(fù)審,再次成為國家火炬計劃重點高新技術(shù)企業(yè)。
2.2 現(xiàn)有主導(dǎo)產(chǎn)品的技術(shù)含量、水平、市場占有率、占企業(yè)總收入的比重
公司產(chǎn)品領(lǐng)域重點分布在船用齒輪箱市場、建材市場、風(fēng)電市場、冶金市場。多年來,為國防事業(yè)做出了貢獻,為國家重點建設(shè)工程西昌衛(wèi)星發(fā)射行走架、風(fēng)電、三峽工程升船機、寶鋼2050熱連軋、武鋼、本鋼等重點改造工程提供了大批高精度的齒輪箱、聯(lián)軸節(jié)、減振器、偏航器、變漿器等傳動裝置。(其中為本鋼生產(chǎn)的軋機齒輪箱單臺重量達到180噸,當(dāng)時屬國內(nèi)第一,世界第二。在建材、冶金、船用箱、風(fēng)電等方面保持著國內(nèi)領(lǐng)軍地位。
2.2.1船舶配套業(yè)
公司在引進GW系列船用齒輪箱的基礎(chǔ)上,不斷進行自主創(chuàng)新,先后開發(fā)了一系列的齒輪箱,并以公司高大精特的特點為重心,重點開發(fā)了大型船用齒輪箱。2005年以來,公司開發(fā)的GWC6675船用減速機通過重慶市經(jīng)委的鑒定,結(jié)論是該減速機達到了國際同類減速機的選進水平,可替代進口產(chǎn)品;同時GWC6675列入國家重點產(chǎn)品計劃;公司研制生產(chǎn)的首臺裝備2萬噸級輪船的GWC7085船用齒輪箱通過了中國船級社的鑒定驗收,這也是迄今為止國內(nèi)生產(chǎn)的最大功率的船用齒輪箱;公司為軍民兩用制造的GWR8095,是目前國際同類產(chǎn)品中最大規(guī)格的船用齒輪箱。船用齒輪箱在公司每年的收入中約占10-15%。
2.2.2建材行業(yè)
1985年,重齒公司利用引進技術(shù)自主創(chuàng)新設(shè)計制造的JS1100中心傳動磨機減速機開創(chuàng)了國內(nèi)首臺中心傳動磨機減速機國產(chǎn)化的歷史。到2007年,JS系列減速機已形成從JS90-JS160共八種型號,傳遞功率從800kW-4500 kW的系列化產(chǎn)品,累計銷售超600臺。在此基礎(chǔ)上,公司又開發(fā)設(shè)計了JD-JDX系列單邊傳動、MDH系列單邊雙傳動、邊緣傳動磨機速機、JLX-VBP系列立式磨機減速機、JE-JH系列窯用減速機等五大系列的建材齒輪箱。主持制定了建材行業(yè)五大標(biāo)準(zhǔn)。經(jīng)過公司的努力,現(xiàn)在公司的建材齒輪箱全面覆蓋了水泥行業(yè)中心磨、邊緣磨、立式磨、窯用等機械所用齒輪箱,滿足了水泥行業(yè)日產(chǎn)5000噸到日產(chǎn)萬噸各種生產(chǎn)線用齒輪箱的要求。MDH28單邊雙傳動減速機是世界上最大的單邊傳動減速機,JS160中心傳動水泥磨機減速機是目前國內(nèi)最大的同軸分流式磨機減速機,JST130三級雙分流中心傳動磨減速機填補了國內(nèi)空白,并出口創(chuàng)匯;JLP400減速機是國內(nèi)首臺傳遞功率超過4000 kW立式磨機減速機,填補了國內(nèi)大功率立式磨機減速機的空白。建材齒輪箱近幾年在公司年收入中約占25-35%。2006重齒牌減速機被評為“國家名牌”產(chǎn)品。
2.2.3風(fēng)電齒輪行業(yè)
公司自90年代開始進行風(fēng)力發(fā)電齒輪箱的研制工作,1996年FL600進入國家“乘風(fēng)計劃”項目,1999年又列入國家火炬計劃,在FL600齒輪箱的生產(chǎn)研制中,公司不斷創(chuàng)新,以滿足市場的需求。到現(xiàn)在已成功研制了250 千瓦、600千瓦、800千瓦、1.5兆瓦、2兆瓦一系列風(fēng)力發(fā)電增速齒輪箱,保持了在國內(nèi)風(fēng)電市場的主導(dǎo)地位。其中FL600、FL800和FL1500、FL2000已形成批量化生產(chǎn),兆瓦級風(fēng)電齒輪箱的研制成功,結(jié)束了大功率風(fēng)力增速齒輪箱長期依賴進口的局面,并向國際市場滲透。風(fēng)電齒輪箱在公司每年的收入中約占20-30%。
2.2.4冶金行業(yè)
本鋼1700mm熱連軋改造工程是目前國內(nèi)冶金最大的在線熱連軋機改造工程之一:齒輪、減速機總噸位506噸、單臺減速機最大重量達180噸。該項目減速機的齒輪全部采用硬齒面滲碳淬火工藝,齒輪最大模數(shù)30,最大齒輪直徑為3750mm,最大齒寬800×2mm,過去此類產(chǎn)品完全依靠進口,是目前國內(nèi)制造的最大規(guī)格的高精度、硬齒面齒輪箱,具有國際先進水平。標(biāo)志著公司在大型齒輪箱的加工制造方面達到了國際先進水平。公司后續(xù)的寶鋼1800冷軋機組減速機、寶鋼寬厚板項目減速機項目、南山鋁1+4熱軋項目國產(chǎn)化等項目的加工制造,標(biāo)志著公司與國際大集團公司的合作又上了一個臺階,進一步加強了我公司在冶金行業(yè)的品牌地位和優(yōu)勢地位。
多年來,公司不斷開發(fā)新產(chǎn)品的同時,對JS系列減速機、GW系列船用齒輪箱、D系列柴油機用扭振減振器、FL風(fēng)力發(fā)電齒輪箱進行了系列化優(yōu)化設(shè)計,以適應(yīng)新的市場需求,市場前景廣闊,市場占有率高。公司艦船后傳動裝置市場占有率為85%以上,其余主要為進口;大型民船用齒輪箱市場占有率保持在65%以上;國內(nèi)冶金市場占有率接近50%,建材行業(yè)市場占有率超過50%,國內(nèi)風(fēng)電增速箱市場占有率超過60%。公司主導(dǎo)產(chǎn)品占公司總收入超過80%。
2.3高新技術(shù)產(chǎn)品收入及技術(shù)性收入的比重
公司技術(shù)中心具有較強的設(shè)計開發(fā)能力,先后承擔(dān)了多項國家級齒輪箱傳動裝置的科研項目及國家“863計劃”,年自主開發(fā)新產(chǎn)品超過100項。公司生產(chǎn)的GW系列船用齒輪箱、JS系列減速機、重齒永進D型系列柴油機用扭振減振器、FL風(fēng)力發(fā)電增速箱等被認定為重慶市高新技術(shù)產(chǎn)品。2006年高新技術(shù)產(chǎn)品的銷售收入占總收入的比例達到了60%。由于公司這幾年的快速發(fā)展,產(chǎn)品供不應(yīng)求,為了盡可能的滿足市場需求,公司的技術(shù)部門投入了大量的人力,參與產(chǎn)品的售前、售后服務(wù)。但仍然不能滿足市場對技術(shù)的需求, 07年對外技術(shù)服務(wù)收入僅500多萬元。
2.4現(xiàn)有產(chǎn)品在行業(yè)中的競爭地位與優(yōu)勢
公司擅長于重載、高精度、中大型硬齒面齒輪傳動裝置的設(shè)計制造,在中國齒輪行業(yè)的技術(shù)創(chuàng)新和市場開發(fā)中,一直發(fā)揮著領(lǐng)頭羊的作用,已成為國內(nèi)最大的硬齒面齒輪研制基地,具備了很強的國際競爭能力。并且肩負中國齒輪協(xié)會副理事長單位的重任,牽頭負責(zé)中國齒輪行業(yè)的技術(shù)研究、推廣和應(yīng)用,負責(zé)國內(nèi)外齒輪技術(shù)發(fā)展動態(tài)的跟蹤。
在國家統(tǒng)計局發(fā)布的《2005中國大型工業(yè)企業(yè)》中,我公司名列“齒輪、傳動和驅(qū)動部件制造”行業(yè)第2位。

2006年,經(jīng)國家統(tǒng)計局社會和科技統(tǒng)計司數(shù)據(jù)監(jiān)測綜合評價,公司榮獲全國軸承、齒輪、傳動和驅(qū)動部件制造業(yè)“自主創(chuàng)新能力十強”第一名。

3.1現(xiàn)有研究開發(fā)機構(gòu)與管理機制
技術(shù)中心是公司的主要研發(fā)機構(gòu), 2008年公司對整個技術(shù)體系進行整合,將各子公司的技術(shù)業(yè)務(wù)統(tǒng)一規(guī)劃納入技術(shù)中心管理之中,專家委員會、標(biāo)準(zhǔn)化委員會、知識產(chǎn)權(quán)辦公室為技術(shù)中心的管理公共平臺,各專業(yè)研究所為技術(shù)中心的研發(fā)平臺。
經(jīng)過8年的建設(shè),技術(shù)中心已形成較為完善的技術(shù)研發(fā)、工藝制造及質(zhì)量保證、技術(shù)服務(wù)和技術(shù)管理等技術(shù)創(chuàng)新體系,建立了七個專業(yè)研究所(重載、軍品、風(fēng)電、建材、聯(lián)軸節(jié)、變槳偏航、數(shù)字化齒輪箱等研究所);工藝和測試部份分為四個專業(yè)研究所(機加工、熱處理、焊接、裝配)和一個理化測試中心,分別負責(zé)新工藝的開發(fā)、產(chǎn)品的質(zhì)量過程控制和測試;信息管理中心負責(zé)企業(yè)信息化管理。行政管理所負責(zé)對各專業(yè)研究所的項目進行管理和考核,技術(shù)管理所負責(zé)公司技術(shù)基礎(chǔ)管理及知識產(chǎn)權(quán)工作。

企業(yè)法人:姜海峰,男,58歲, 1969年9月參加工作,1977年2月入黨,本科學(xué)歷,現(xiàn)任重慶船舶工業(yè)公司副總經(jīng)理、重慶齒輪箱有限責(zé)任公司董事長、總經(jīng)理、黨委委員。研究員級高級工程師。
公司有研究開發(fā)帶頭人16人,其中督導(dǎo)9人,帶頭人平均年齡42歲;專業(yè)涉及面廣,函蓋設(shè)計、工藝、熱處理、焊接等專業(yè),為公司科技創(chuàng)新奠定了人才基礎(chǔ)。

公司技術(shù)研發(fā)主體在重慶主城區(qū),負責(zé)新產(chǎn)品、新技術(shù)研究、產(chǎn)品設(shè)計。工藝技術(shù)研究和設(shè)計、現(xiàn)場技術(shù)質(zhì)量問題處理等在公司本部。
硬件設(shè)施建設(shè):
公司擁有試制、生產(chǎn)設(shè)備1259臺(套),其中主要設(shè)備737臺(套),擁有不同型號的、功能齊全的大型高精度硬齒面齒輪的冷熱加工、檢測、試驗設(shè)備87臺(套),并不斷添置新的儀器設(shè)備,以提高試制、測試能力。技術(shù)開發(fā)儀器設(shè)備原值13178萬元。
軟件平臺建設(shè):
2006年公司建立了知識產(chǎn)權(quán)專利信息平臺和標(biāo)準(zhǔn)檢索平臺,目前公司投資700萬余元,正在建設(shè)齒輪箱數(shù)字化樣機研制平臺,第一期高端CAD平臺已投入使用,第二期CAE平臺正在建設(shè)中,爭取年內(nèi)實現(xiàn)整個研制平臺的順利運行。

6) 與重慶工學(xué)院共同進行兆瓦級風(fēng)電機組傳動鏈主要零部件研制及產(chǎn)業(yè)化。
7) 與重慶大學(xué)共同完成了齒輪箱激光淬火殘余應(yīng)力測試。
8) 與重慶大學(xué)共同完成了齒輪箱振動噪聲測試。
9) 與重慶大學(xué)及重慶工學(xué)院共同合作齒輪箱系統(tǒng)關(guān)鍵技術(shù)及產(chǎn)業(yè)化。

11)與中船重工467廠進行大功率渦輪增壓氣試驗臺設(shè)備制造的技術(shù)合作。

3.6近兩年重點培育項目及在研項目情況
1)單軌跨座式輕軌可撓型道岔的研制
跨座式單軌車交通方式建設(shè)費用比國內(nèi)現(xiàn)有的城市地鐵建設(shè)費用低,其道岔技術(shù)在我國是一項技術(shù)空白,而道岔在跨座式單軌車交通線中起著非常重要的作用,在軌道線路的投資中占有很大比例。隨著城市規(guī)模的擴大和交通發(fā)展的需要,迫切需要國內(nèi)具有這方面的設(shè)計和制造能力。
目前公司生產(chǎn)的單軌跨座式輕軌關(guān)節(jié)型道岔已投入運行,運轉(zhuǎn)正常。試驗可撓型道岔試制項目已完成聯(lián)調(diào)測試,并已通過重慶市軌道公司的驗收,為公司在重慶乃至國內(nèi)國際輕軌道岔項目競爭上取得資質(zhì)。
2)風(fēng)力發(fā)電增速箱關(guān)鍵技術(shù)的研究
目前國外風(fēng)電技術(shù)發(fā)展迅猛,為降低單位建設(shè)投資,已有國家研制出5兆瓦風(fēng)電機組,甚至已有國家在進行10兆瓦風(fēng)電機組的研發(fā)。我公司已批量化生產(chǎn)1.5兆瓦風(fēng)力發(fā)電增速箱,2兆瓦風(fēng)力發(fā)電增速箱完成樣機研制,并開始小批量生產(chǎn)。2.5兆瓦風(fēng)力發(fā)電增速箱已完成方案設(shè)計,計劃年底完成樣機研制,3兆瓦半直驅(qū)風(fēng)力發(fā)電齒輪箱已基本完成方案設(shè)計。
3)5000kW級立磨減速機的研發(fā)
立磨作為節(jié)能降耗的現(xiàn)代先進技術(shù),是我國重點發(fā)展的方向。為提高我國水泥裝備產(chǎn)品水平,加大新裝備的研制開發(fā)力度,靠新出強,逐步擴大市場份額,繼用于日產(chǎn)5000噸水泥生產(chǎn)線4000kW的JLP400、JLT400立磨減速機成功研制并取得年訂單超億元后,技術(shù)中心將再接再厲,研發(fā)5000kW級立磨減速機,逐步形成用于日產(chǎn)5000噸以上至10000噸水泥生產(chǎn)線的立磨減速機系列。目前完成5300kW立磨減速機設(shè)計。
4)三級中心傳動減速機的研發(fā)
兩級中心傳動磨機減速機JS系列是公司的重點產(chǎn)品,自開發(fā)成功以來一直得到用戶的好評。但由于傳動級數(shù)為兩級,限制了整個減速機的傳動比,使得用戶在選擇電機時,不得不選擇極數(shù)在八極以上的電機而造成采購成本的增加。為了延續(xù)中心傳動磨機減速機的生命周期,也為了降低用戶的成本,同時適應(yīng)市場大功率減速機的發(fā)展趨勢,公司已進行三級中心傳動減速機的研發(fā)。
5)三峽升船機特大模數(shù)滲碳淬火齒輪加工工藝研究
《三峽升船機特大模數(shù)滲碳淬火齒輪加工工藝研究》課題是三峽升船機項目中的重要組成部分,根據(jù)項目任務(wù)要求,公司成立了《三峽升船機特大模數(shù)滲碳淬火齒輪加工工藝方案》;《三峽升船機特大模數(shù)滲碳淬火齒輪加工的保障條件》;《三峽升船機特大模數(shù)滲碳淬火齒輪指形銑刀設(shè)計方案》三個子課題組,從2005年5月份開始,投入了大量時間和精力,經(jīng)過近2年多的時間,完成了《三峽升船機特大模數(shù)滲碳淬火齒輪加工工藝研究》課題,編寫了數(shù)萬字的《三峽升船機特大模數(shù)滲碳淬火齒輪加工工藝方案》論證報告,并于2007年通過了國家三建司、三峽集團、長江委等單位組成的三峽升船機專家驗收組的驗收,受到了專家組的高度評價。
6)行星截割齒輪箱
在我國的煤礦采掘中,大型化是必然趨勢,而我國的大型采煤挖掘機,尤其是其中的主要部件行星截割齒輪箱,一直依賴進口,2006年,我公司與煤炭科學(xué)研究總院太原分院合作開發(fā)截割齒輪箱。由煤研院從美國引進大型采煤挖掘機設(shè)計圖紙,這臺大型采煤挖掘機按要求年采煤量為100萬噸,設(shè)計使用該設(shè)備可以達到每分鐘采煤20噸。我公司對行星截割齒輪箱的制造進行工藝研究和加工制造,而行星截割齒輪箱是我國首臺對國外的圖紙加以改進的煤礦采煤掘進機用齒輪減速箱,該行星截割齒輪箱設(shè)計質(zhì)量高、在國內(nèi)處于領(lǐng)先水平、體積小、結(jié)構(gòu)復(fù)雜、加工難度大、整機產(chǎn)品精度要求高。行星截割齒輪箱研制成功,將促進采煤行業(yè)從人工采煤向機械自動化采煤發(fā)展,開創(chuàng)我國制造大型挖掘機的新局面,成為公司的又一經(jīng)濟增長點。

公司可以根據(jù)用戶需要,設(shè)計制造不同速比、傳遞不同扭矩、不同安裝型式的高速重載和低速重載齒輪傳動裝置,以及不同傳扭能力的聯(lián)軸節(jié)、減振器。能制造直徑φ50-4000,模數(shù)1.5-40mm,DIN-3級精度,齒面硬度HR58-62漸開線齒輪以及中低硬度齒輪。

⑵船用傳動裝置領(lǐng)域
